Rule XIII.B.2
iii. To Recall from a Committee:
a. is used to bring something out of a legislative committee and immediately to the floor of the House;
b. has the following characteristics:
1. may not be brought until the fourth second legislative day;
2. debate is allowed;
3. no amendments are allowed;
4. a two-thirds vote is required.
Explanation
With the change to the standard number of days, and the fact that more work is occurring earlier in the convention and before convention, this motion is being modified to move up the time when a resolution may be recalled from a committee.
