D079 Nominations for President and Vice President of the House of Deputies
Resolved, the House of Bishops concurring,
That the 81st General Convention direct the Standing Commission on Structure, Governance, Constitution, and Canons to develop a structure for nominations for President and Vice President of the House of Deputies, with a process that includes determination of qualifications and recruitment of qualified deputies for nomination to each office; and be it further
Resolved, That the Standing Commission on Structure, Governance, Constitution, and Canons prepare and propose to the 82nd General Convention changes to the Canons and/ or Rules of Order to implement this structure for nominations for President and Vice President of the House of Deputies.
Explanation
The offices of President and Vice President of the House of Deputies are the only offices elected at General Convention for which no nominating committee or process is provided. This leaves nominations to individual discernment and informal processes of encouragement. A formal structure of nomination would provide clarity about qualifications for both offices and would allow for a transparent process of discernment and election.
